Lol yes they are. Its building up to the BB arc. They ain't "big". Kuzan's presence is the +1. Without him every Straw Hat and Luffy has a matchup. BB's special race deal just got revealed. That is the clear build up to the BB Arc. Luffy will get the news about Garp after this arc is over like he always does. Kizaru dancing to Nika and being sad about killing Bonney/VP seals it. Blackbeard is the next big bad.
And never said joining the crew. His gonna be a passenger.

He won't even be the passenger....kuzan vs Coby and + someone is what Oda build.


And, BB has yet to do more. He got caribou so he will get hands over shirahoshi...

Then shanka vs BB is unresolved and so is his plot of negotiating with WG. If Devon really got hands over Saturn then they will pull some major shit....

All of this won't happen in just one arc of Elbaf...

And, they are big bad Villains...
