I think Lucci is close to an admiral now, but doesn't have a gimmick (or strong enough haki) to play with the big boys. Not a born monster like Kaido/Big Mom, and his fruits awakening just further increases his base stats rather than give him more combat applications. His only option is to grind haki, but she's a government dog so he probably doesn't fight all that many elite haki fighters.

Zoro unironically has to put in rooftop/King effort, but it negs Lucci with some left in the tank.
