It's basic literary thing...author simply wants zoro to be stalled here for some reason.

Thats not an in story reason tho, Ok he's getting stalled but you gotta have to make sense of it.

Oda isn't gonna tell you that he was stalling zoro for the sake of it, he'd just tell you what zoro did, that Lucci is tough, from that you can infer that zoro may have been underestimating Lucci and isn't going 3 Ss but now as the battle escalated he started using Acoa and is acknowledging it with whatever has happened off panel between them, and mate the stalling seems like a stall coz zoro hasn't shown up for months so it seems like he's been fighting for a REALLLY long time.. In the manga it might just be a dozen or 2 minutes.

Zoro always fights enemies who have the same rank of sanji's and strength closer to sanji's enemies than zoro's.

Zoro faced Kaido and was on the rooftop while Sanji wasn't

Zoro faced Lucci while Sanji bubble gunned Kaku
