Oden never released enough haki to fume and enter King of Hell haki state.
Oden satisfied Enma with CoA alone for decades because he didnt have aCoC until after meeting Roger.

Enma's bar is raised differently for Zoro because he is built different.
And there is no such thing as Zoro nearly dying from haki, that was always fake tension.
As you can see, Zoro is using Enma effortlessly even when he just finished fighting seraphim for half a day.
