Canon, but useless. This is how Oda made it to 1000+ chapters. This is what fans call "world building". There are pros and cons of this, but for me, overall it affects the pacing instead of improving the reading experience.

I totally agree, but world building include repeating same players 4-5 times in chapters basically doing nothing? Like I dont mind taking some place in each arc, maybe few pages in some chapters - but all this character were already introduced more than 20chapter ago so why wasting time when after that Oda will rush other aspect in which let be honest fan deserve much more love? fighting and interaction between key member.

Look OP wound have become this big if the story is all about nika nika, mostly would have abandon this manga long time ago if that was the case.
