I have been a OP critique like Lee33 and some others.
We all know what is wrong, but we are so hooked to the story that we usually ignore this apparent filler.
This was the same in Wano. Oda introduced number of characters, name them, show their design, and then just keep them as a background to waste panels.
Simple solution: Give each SH a fight. It will solve most of the problems.
But then some people say OP is not a battle shonen, it is not an edgy manga, etc.

From a logical perspective I would totally agree with you, but the thing is that the « degree of consciousness » in OP is completely absurd.Do you remember when Luffy used its conqueror haki while he was knocked down lmao ?
Like someone said earlier, the blank eyes mean literally nothing as they manifeste this state every time they got hit. I remember well how it was repeated during Wano, so much as I finished by believing that Oda did it in purpose. This exageration appeared to be parodic in a sense. Sometimes I wonder what’s happening in Oda’s head.
nah, the minority are the guy protecting at all cost something which need to be criticized for what it is, and not for what fans want to be.
One Piece is succeeding at that for sure.

Oda has been using these so called "canon fillers" since the beginning. It still did well
