No he doesn't pay attention to the anime at all really.

Also, it's always funny every time people simultaneously complain about Oda taking too long and dragging arcs out too much and putting in too much detail while also complaining about skipping content. Maybe the stuff that gets skipped doesn't matter? Maybe the stuff that is in the manga is more important?
Nevertheless, there's an in-world explanation of the events that get skipped. And I hardly think Oda completely ignores the anime output. It's probably bringing in more cash than the manga does.
