Thats actually correct, Luffy is low diffing Lucci in base. Luffy just use it to have fun. The Red Roc from chapter 1000 probably one shots Lucci.

Cap. He was not using it for fun. It's like saying that luffy used g4 against doffy simply for giggles. Luffy would never RISK in passing out in a form if he didn't have to use it. That's what he did against lucci.

We then chapters latter see regular hybrid lucci be compared to g4 luffy in reaction speed movement speed attack speed, and the use of internal destruction attacks. So no.

As for the Gorosei and Lucci: The Gorosei basically have Marco levels of regeneration, so I guess Oda doesn't even bother to give them durability feats since they can just easily regenerate that damage either way, kind of how Marco just lost body parts in his full zoan mode but he doesn't bat an eye.

However, when it comes to Lucci, he's an awakened zoan with high durability and very skilled Rokushiki which includes Tekkai.
