It is impossible for Oda to draw the kinda killer panels he is for Gandhi and have him not be strongest.
When ever a multi-man group is introduced and the captain isn't part of the group, opponent Zoro faces is the strongest.

It's strong haki vs Weak haki...

Luffy initially Got hurt kata haki but later on haki developed in that fight...

Same with kaidou , started with weaker haki and probably still has weaker than kaidou but still stronger than how he started...

Btw I don't think Sanji will ever defeat AdvCoC User in manga as he simply isn't built that way. His EoS opponent is likely Kizaru which is still asking for too much.
