I always got the impression Shanks YCs were strongest when he walked into MF with handful of em and challenged everyone.

Not to mention, it was story requirement from start. Luffy said it in starting chaoter he will gather a crew even better than RHPs. And then being matched against BB pirates that are destined to be taken down by SHs.

The crew with Quality is more stronger in OP, SHs, RHPs, BB pirates or even Rodger. Other Yonkou are like Shiki with just numbers.
