One thing I don't get is why did Imu wait this long to go after Vivi, I get because of plot but Imu could have targeted Vivi a lot earlier.

Then there is Vivi's mother who in her younger days also looked like Vivi and Lili, why didn't Imu not go after her as well?

For some reason Imu waited until after the timeskip to be like "Now I want Vivi."

What if he wants use Vivi for something else? Like weapon or he needs Nefertari descendants, to unlock something to win him this War

Yea imo I think causing mass panic is the point here cause I think any accusations could be spun by the WG as crazy anti-WG propaganda which the common citizen would accept as it gives them security

Saying only what you can prove and confirm means the common people will believe what you're saying which will cause a mass shift in the world

The fact he hasn't already accuses the WG of anything probably means he won't do it at all in his message

Sorry but how does this speech set up the war again?
As for now, Vegapunk sets up a very "neutral" stance and doesn't call the things by its name: The WG being responsible for all the things happening 900 years ago till today.

It stages nothing so far because the world doesn't understand if WG are the bad guys or the pirates. So how exactly should this broadcast "shock the world"? It's completely pointless.
