One chapter of solely lore, followed by one chapter of Gorosei countermeasure, ended on a big cliffhanger, followed then by an uncertain "what happened on EH, was the feed stopped?" chapter, focusing on worldwide speculation/reactions, closing the whole deal with a fourth and final chapter dedicated to VP's message would've offered a tighter pace. Then, after these four, you segue into the SHs' role on the island - if they have one, other than running away, that is.

Either Vegapunk's transmission gets interrupted at some point or the information is not as world shattering as people think it is.
