Israel is the only country that warns where they will attack when they will attack so civilians can evacuate and doesn't get involved into war. But of course Hamas don't give a shit about their own civilians and forces them to stay in place and be used as human shield threatning to kill whoever tries to move.
Not a single country in history ever did this both in a war with foreigns or inside.
