It did burn Luffy tho. We see scorch marks throughout Luffys back during the gum gum balloon.
Yes it inflicted minor burn damage but not even as much as Mars inflicted with his regular flame.

Mars burned Luffy so much that his white hair turned black. He had Luffy looking crazy:
Meanwhile, Sanji inflicted some basic burn marks with no indication from Luffy that the flame was anything impressive. Luffy was only concerned that they were using haki - he gave the IJ flame absolutely no special attention, leading us to believe that its impact was minimal.

This is not what Sanji fans previously led us to believe, talking about how potent the IJ flame is. Turns out its not hotter than regular flames at all.

Gorosei used to look like they genuinely cared about maintaining order and didn't want unnecessary loss of life.
They seemed like wise old kings, shaped by wars and scars; unlike their pampered spoiled descendents who are fodder.
Even when Imu wanted to destroy lulucia, they showed some resistance before Imu further asserted himself.

Somehow we are to believe they just see regular humans like insects now.

There is some clear disconnect with Oda's writing in Egghead.
Yeah. All its done is made them painfully one dimensional. Gone is their concern for world order at all costs, made worse by how comically evil the celestial dragons have been since their introduction in Sabaody, to the point where Oda retconned it so now the WG and marines only operate in places that can cough up a crap ton of gold for the dragons, despite making no sense since a puny island like shell town clearly has no gold mine and no island was ever seen doing this before WCI ended, and even Mona's island seemed perfectly fine and happy in her cover story pre-TS before it was retconned into a shit hole, and you can tell it was a retcon because in the original magazine release, Oda even changed Moda and her island to be from the new world, but in the volume version he changed it to the grand line after someone pointed out the inconsistency in the SBS because the man's editors have no balls.

So yeah, Oda's writing is all over the place. Even in Ohara, while the rest of the Gorosei, and even Ju Peter seemed to agree that Ohara needed to go, Mars was the only one who actually looked to be saddened by his decision.

Now the Gorosei are simply just "death to the insects! Sink everything! Imu is all that matters!"

Luffy was answering a question to Bonney as Bonney was wondering how her punch could hurt Luffy.

The mars panel is just toon stuff, we see the next panel that Luffys hair and body isn’t even slightly burnt from the attack; however, during the balloon we see scorch marks throughout his body and Luffy being in pretty serious pain.

Y’all confusing heat with Lethality. Mars is a beam of dense fire coming at Luffy, Sanji was just an inferno burning behind Luffy, Sanji didn’t even come into contact with Luffys skin, just raw heat from the fire.
