Looking at Stussy and Mother Carmel, we have proof the WG is at least active in the underworld.

I mean, CP0 being in Wano was literally insurance to keep Kaido from falling, because the WG was having issues after Doffy went down.

Luffy/Law/Wano attacking Kaido's supply chain hurt the WG, they wanted to stop their broker from getting outed. Momo and Hiyori aren't going to trade with Cipher Pol like Kaido would, obviously (at least I doubt it).

The Underworld being full of powerful World Government operatives makes a ton of sense, and the God's Knights, who clearly like action from the God Valley flashback, would fit perfectly.
