You see this is just your own headcanon. You're putting thoughts into the character's mind when in reality even Gol D Roger (in the situation Doffy was in with Law fucking with his business, putting him on a timer) would have to leave if Kuzan pulled up behind him like that.
That scene doesn't tell us a single thing about Doflamingo's power level, other than he is pretty damn strong, and definitely fearless. Other than that he could range anywhere from high tier to Prime WB. Nothing he did there was anything short of big dick energy.

When he started yapping about holding the reigns of the monsters of the world how the marines made a big mistake etc etc. He got shut down by Tsuru... and then proceeded to admit he can't get the best of her... cause she doesn't buy the arrogant non-sense this mf is always spitting lmao.

-> He spent decades running away from the Marines and gathered a fairly mid pirate crew. (and shat himself the moment he saw Tsuru everytime, twice alone in the flashback we saw)
-> He then attacked some fodders and stole the heavenly tribute.
-> He then paid the Gorosei with the heavenly tribute to become a warlord.
-> After becoming warlord he became their most useful pawn.
-> He on behalf of the Gorosei made deals with Emperors, like Kaido, for various things. He on behalf of the Gorosei supplied weapons to countries that the RA was fighting.
Thus, the Gorosei did shit that benefitted him staying in power... because he was a good tool for them.

I don't see any problem with that scene, the fact that Doflamingo tried his best to retain his Shishibukai status doen't mean he was afraid of the WG. It's like saying Mihawk was afraid of Fodder Marines because he left his Island when targeted.
