You see goofy spin after getting tagged by the laser? That's making the attack faster. And you see those impact lines around his arm in wsg? That's his attack breaking the sound barrier because of its speed.

He did not get tag by the laser he dodge it .
That why have the fwsh sound as pass so close to him .
Luffy body is rubber it not going make him spin faster since it would adsorb the laser like how we saw before or burn him not make him spin faster .
