The coby stuff was there from since the start of the manga .

We saw coby grow the same as luffy but not as crazy fast but still fast .
He was always going to be the new face of the marines and has been build up that way for decades .

Side note if you can keep haki in bullets , arrows etc etc for who know how long away from the user guess this is like part of that .
But this with AK tech .

Doesn't mean the incident didn't happen

the biggest Marine fleet ever surrounding an island, with a Gorosei and Admiral in charge + Vegapunk getting killed + revealing dirt on the WG to the populace + all Gorosei coming to the island and revealing their forms + Saturn's visage getting copied by the BB pirates (minor thing now but major later) + Elbaf giants coming and allying with another Emperor is an incident in my book

It like end comment we get in chapter that say all sort stuff that never matters .

Don't despare. The arc Is not over yet.
We lack the finale and probably the big final incident the editor talked about.
