Dragon literally avoided pointlessly fighting BB and his goons, but you think he'll just march into Mariejois and try to get Ginny back? We literally see the Straw Hats discuss a similar thing with Vivi possibly being in Mariejois. They're not going to storm the enemy's base randomly and start a huge war. Think about it like this:
People that suffer if they don't go there:
Ginny. That is it. Just Ginny.
People that suffer if they DO go there:
Literally hundreds, maybe thousands of people in the RA, all at the hands of the Holy Knights and/or Gorosei.
