One of the greatest moments in the manga and an incredible payoff of setup from years back. One of odas best storytelling moments.

Why did Zoro's haki force a Gorosei to block, but not Luffy's haki.

Cause luffy get attacks on them that they could not block .

This is why Luffy and Teach were also given god tier fruits, because haki alone is not bringing this series to the very next level. As impressive as this Joyboy haki feat was, and I have it as the series first god tier feat, it's not enough to say Roger would get mid diffed if someone held this level of haki. This is what the Joyboy fruit stack, Yami + Gura plus whatever else, is here for. It will take this level of haki and god tier fruit for the power levels to get real funky. Luffy will have this level of haki ontop of God fruit, Teach may not quite have this lvl of haki but he's gonna make up for it with multiple fruits.
