It's possible that Imu is a Demon Lord of some sort or atleast the equivalent.

With the Youkai being the powers he granted directly to the Gorosei. The above religion is clearly connected with Imu, and it's possible that the Gorosei do some sacrificial shit to Imu as well with slaves to keep him powered or sum shit like that.
