It narratively wouldn't make sense for the final war to encompass Laughtale.

Whether it's the set up by Whitebeard's message about the war starting when somebody finds the OP. Or Roger's own journey of not being able to "finish the job" after going to Laughtale. Or the fact Luffy won't know about his ancestors until he reached Laughtale.

And in order for him to be the Pirate King, Teach needs to fall.
