Kaido himself said Haki transcend all. Shanks has better Haki feats and portrayal than Kaido and he is already at list of ones capable of fighting him. Foundations are already there.

His haki is top tier no doubt. This is headcanon but I think you can only counter or negate DFs of those whose haki is weaker than yours, Shanks to GB and JB to Gorosei.
The strength difference is the aspect which you are overlooking. Oda said that Shanks and Ray could KO 100K in FI because of their strength difference, Luffy couldnt do all those at that time because the difference in his strength and that of the 50K remaining was not big enough for Luffys CoC to KO them. We see the same here, JBs haki could not KO the VAs, it did effect them but not KO them meaning the strength difference is not enough just like in FI case. The only other person to effect VAs this way is Shanks (and I think people rank Momonga above these Strong Right victims).
I am not saying that Shanks haki = JB haki but you cant deny the similarities
