Yea Fuji replaced him, Oda really needed a Smoker in the Admiral position, but for this to happen Oda would have to introduce him to the story as a fringe top tier, not some captain. So he had to create a new character, cause it just wouldn't be logical for Smoker to lvl up to Admiral lvl after the timeskip.
Dont know if I was forced to bet money I would say the reverse, like I said it's very well established that Mihawk turns to violence as a "punishment" for inconveniencing or getting bored. Meanwhile, croc was always portrayed as a pragmatic guy, its even reflected in his fighting style in the fights with Luffy he tries to finish him off or doesn't even try to torture him or draws the fight out. He was the one that felt mocked by Luffys water luffy form. In contrast, it was Mihawk who mocked zoro with the dagger stuff and prolonged the fight physically to embarrass him.

I mean Smoker’s real PL in the pre-ts was pretty vague to begin with, all I know is he’s not just a captain power-wise lmfao. The guy met Dragon in person and was pretty much unbothered.
Oda could have just chalked it up with a half-ass explanation like Smoker was too rogue hence they kept him in the low position.
Basically, Oda could have said that Smoker should have been a VA from the start and after Kuzan’s departure then the higher-ups had no choice but to give Smoker a higher position. That will slightly parallel Garp in a way. Both should have a higher position but because of their personalities they just stay in a lower rank. After 2 years and powerups then him being admiral level will be acceptable.

True Mihawk is a bully who plays with those weaker than him, maybe it's just the taking advantage part. Mihawk isn't much of a schemer, using Buggy like this seems so out of character but Crocodile is the one influencing him here I think. Just like Mihawk is known for bullying the weak, Crocodile is known for using people, I guess it's that combination which creates that dynamic.
What is a bit sad imo, is that haki transcends all, so all those Joyboy fruit plots are kind of useless.
What happened for Oda to change dumb fruit gumgum to a Joyboy fruit with will and so on?

Yeah I agree that's the dynamic that's going on or rather I interpret it so far
It also makes more sense to me because crocodile had a clear self reflection of himself during the time he was imprisonedy obviously he doesn't like what buggy is pulling but I think he is less wounded on the pride department compared to someone like mihawk
