I hear you, but I personally don't think "iconic" means how many people simply know/recognize the villain. That's what I would call "memorable", which I explained in my first post.
So an example: While Sukuna is probably more "memorable" in the west compared to Griffith (due to the manga/anime audience being way younger in the west), the latter is easily more "iconic" imho.

I guess that is due to multiple factors. One Piece Characters have more depth than Dragonball characters and villains. In fact, DB characters have no depth at all, the series itself revolved around strong guys wanting to fight, conquer and bust planets. It's just that at the time, Dragonball was a very iconic anime which inspired future animes. It was simple but powerful, creating an identity around being a warrior. That's all.
Back in the day, One Piece was also pretty iconic. It's just that being a series that is going on for so long, it obviously fades at some point.

OP is effectively the first few arcs of Dragonball, tonally, dragged out across the entire series. How many iconic villains did DB have? Two, maybe three depending if you liked General Blue.
So it's not that surprising. Oda's tone is more light hearted, his world is geared towards random adventure and goofiness. It's fine for what it is but that does hurt the antagonists. I think Buggy the Clown remains the most ubiquitous villain to those who are only tangentially aware of the series. I'd say Crocodile but tbh I think people only got on the hype train for him when he returned.
