Since it seems that the arc is really over now, time for some real talk:
What on earth was Oda's plan with Kizaru? Like wtf was he thinking?
Quick recap: Kizaru came in determined to stop the SHs from escaping, got ragdolled by G5 Luffy like it was nothing and then spent 30 chapters sleeping/being knocked down while nobody even cared for him anymore.
What was his actual purpose for crying out loud?
He wasn't the main villain - Saturn/Gorosei took that spot very quickly
He wasn't an ally either - did nothing to actually help anyone
I would understand it if Kizaru had a real purpose and his character arc was concluded in the Egghead finale (him buying time for the SHs and sacrificing himself or sth like that), but now it's just a huge nothing-burger.
So all in all Oda just wasted an admiral as a second tier antagonist and even gave him a piss poor portrayal.

The enemies reflecting that
- Luffy vs Lucci ended abruptly because escaping with punk was priority
- Strawhats and cipher pol couldn’t beat the seraphim so they had to figure out a way to capture them
- Zoro vs Lucci kept emphasizing how important it is zoro hurry up. With Jinbe getting sent to retrieve him. Escape being more important than actually beating him
- Luffy vs kizaru was more them just playing tag. Neither prioritizing the fight just their jobs
- The strawhats vs the gorosei wasn’t about beating them just escaping from them
At the end of the day kizaru had a job to do and accomplished it despite his actual feelings
Luffy vs kizaru wasn’t about them fighting to see who’s stronger and it was barely a fight to begin with tbh. Kizaru was more focused on killing vegapunk than fighting and as soon as he did he used any reason he could to stay down
I feel oda has some other plans for kiz which we will learn later on *as usual* based on kiz getting up in this chapter.
It's clear oda had two things in mind regards kiz for that plan to take place
1) To portray kiz as man who fulfill his duty and is justice even if it means to kill his friend.
This happened in first half and it's execution was fine
2) to give birth of conflicts in his mind regarding his actions, his ideals of justice and duty in which he believed throughout his life.
This happened in second half and oda messed it up. The idea that kiz should just lie down in the second half and just do nothing is bad in many ways. Oda could have found another way to keep kiz occupied or to have him in the plot rather than completely sidelining him for whatever plans he had for kiz
