Its only "complicated" because he has to deal with 50 other arc related characters. As we near the climax of the series, the number of characters he introduces will have to decrease and instead he will have to focus on the ones he's already introduced.
Remember, Wano has been built up since Punk Hazard. If 12 strawhats existed during FI, it wouldn't have been an issue. But then Punk Hazard brought in Law, Caesar, Kin'emon and Momo. Then, Oda sacrificed half the strawhats in Dressrosa to introduce, literally 30 more characters (SHF and Villains) and focus on them. Then he switched the focus on respective strawhats and focused on the gargantuan amount of BMP characters along with Bege. Not only that, but nearly ALL of those characters (plus those from Zou) are now in Wano along with Kaido's side, plus 8 supernova, plus 9 scabbards.
Its a lot, but if Oda can juggle 60+ "main" characters this arc, having 12 or 13 crew members in the end really isn't that big of a deal. Having Jinbe, Carrot and Yamato join this arc, IMO, really don't affect how much panel substance Oda provides the main characters because he's already been limiting their presence with the sheer number of characters he already has. Once he starts to lower this, having 12/13 crew members isn't really a problem.

Honestly, if anyone WANTS or expect the 4/4/4 theory to really pan out in the end, then Vivi being the "last" to join may also be supported by the possible tragedy she could have experienced at the Reverie (her father dying). She honestly might be the catalyst for the final war regardless, and that is my prime belief considering Im did not destroy her picture. Having 3 women join the backend of the NW with Jinbe honestly wouldn't be a bad thing, as much as I'm sure some users would throw a fit about it here.
We'll see how her story unfolds first and how the Carrot and Yamato's stories "end" with Wano at least. I still think this possibility exists, but really need to just wait and see first.

You could easily add Carrot and Yamato to this and it wouldn't feel awkward at all. Vivi is very clearly going to play a role in the remaining story, and that is important because she is closer to the Strawhats more than ever geographically.

That was over 10+ years ago when the statement was even made about her "numbering". He now has Vivi halfway across the world, closer to Luffy more than ever, after an apparently insane event at the Reverie, with like 10 different death flags thrown at her father.
Combined with the fact the girl has been consistently shown to be daydreaming when Luffy and crew are spoken of, I wouldn't put it beneath Oda to have changed his mind on her being strongly involved in the climax of the series, strawhat crewmate or not

If I'm taking it on a case by case basis....
Jinbe: 100% obviously. He is the 10th member
Carrot: I'm 50/50 atm. Entirely depends on her importance the remainder of the arc. I truly believe she needs to encounter Perospero about Pedro (not saying she has to win against a 700 million bounty pirate; Brook didn't defeat Ryuuma, Zoro did.) and entirely standout against the other minks during the actual war. She already has the most screen time vs. any other Mink so far, but this needs to be solidified in terms of her power base and her presence. She still gets way more presence than someone like Wanda, which IS important.
Yamato: Honestly 95% especially due to her statements, strength and motivations the past 3 chapters. For all intents and purposes, if Carrot is not joining, she IS the 11th member. If Carrot is joining, then she is the 12th member.
Vivi: Also 50/50 for me. I've explained myself above as to why I think she has a strong possibility of joining before the climax of the story. She is entirely relevant to the stories final plotlines. If not a strawhat, she's going to be a least central to the final war.

Oden didn't need to have other pirating skills because he was a monster in combat. Being strong enough to fight someone like Kaido is plenty useful enough to be let into any pirate crew. Hiyori has no useful abilities. Maybe that will change somehow, but right now there is no reason to think she would be of any value to the strawhats.
