Even if he is he still won't have any real interaction with Franky and it will still be another missed opportunity. And it might be better for him to stay dead anyway, given the level of the story right now and how Oda has failed to deliver with him anyway.

We never saw a dead body just lying on the ground posttimeskip, not once, pretimskip it was only Ace and that took 500+ chapters into the story and was a major climax. Based on Odas track record there is noch chance VP dies in this arc.
