Oda nerfed the Admirals so much:
Akainu in MF: Destiny stopped him
Fujitora: his good heart stopped him
Greenbull: the Film Red promo stopped him
Kuzan: his emotional conflict stopped him
Kizaru: the same as Kuzan

I think this instance is more of fleshing out Kizaru out than a nerf, same with Kuzan

Prior instances really didn't serve any purpose besides hype stuff. It's also no coincidence we got Sanji reminiscing about Vegapunk and their dialogue cut out precisely when it did to lead is into this chapter so neatly and everything and their comments fit. It seems like he had that planned out since the first chapter of the arc how he placed them.

Honestly, its because for 10+ years, we've known what we were walking into. Punk Hazard was the last arc that had us question who the villain would be. Once we knew it was Doflamingo, we knew DR would be focused on him. Then we knew Wano and Kaido were the endgame there. Even during DR, we got hints to Big Mom being a side trip.

And Egghead always had clear points to Kuma/Kizaru provided you could remember thats how Oda tied these characters with Vegapunk in the past. Id say the only surprise there was the Gorosei.

Elbaf is like the first arc in forever that we arent 100% sure who the villain could or should be.
