With this arc's conclusion confirming Kizaru being nerfed, I'm inclined to rank him top 1 until proven otherwise. Clowning G4, stalemating G5, and technically defeating Luffy while not being focused is the new standard. I can maybe give Akainu the edge due to being his superior but honestly I'm not convinced anyone can beat Kizaru fully serious, how do you stop someone this fast who is also this durable? He managed to do everything he did this arc and walks out of it without a scratch while mentally conflicted. He even makes nerfed Kuzan on Hachinosu look mediocre tbh, he was bleeding like a pig and getting blitzed, as impressive as Garp lvl punching is, Kizaru is too well rounded atm.

Hopefully one day we can see him go all out, but I'm not sure Oda has found an opponent or an arc for an unrestricted light fruit. Looks like we will have to settle with Akainu if we want to see unrestricted C3 in action. Doubt Kuzan will get a fleshed out fight too.

The Luffy vs Kizaru was resolving around who will stop the other from accomplishing his mission(saving / killing Vegapunk). It was not a conventional 1 on 1, and even then Kizaru failed until he received back up with Saturn's arrival

If you have Akainu above Kizaru, so is Kuzan. They were the fleet Admiral candidates, they were the ones with antagonistical dynamic and df powers, they were the ones who stalemated each other for days before Akainu barely winning, they are still the admirals most relevant to the plot right now(the only ones relevant to the quest for the One Piece).

And I'd even argue even Fujitora might end up above Kizaru.

It's Oda's fault for limiting Luffy's advanced hakis to make Kizaru look good. He only used ACotC once to end the fight. Before that there was no ACotC, FS or penetration CoA. I understand though, Oda didn't want Luffy to beat Kizaru in one page.
