While I agree, just look at how differently Oda portrayed the Admirals on MF and the Gorosei on Egghead.
Akainu alone was taking on hoards of enemies, mowing everyone down, took a chunk off WB's face, Had the entire WBP try and stop him including Crocodile, killed Ace, put a massive hole in Jimbei, scarred Luffy, he just was not letting Luffy leave. And then a whole other Emperor had to step in to stop his advance. Law had to perform surgery on Jimbei and Luffy to save their lives.
So MF showed us what a motivated Akainu looked like and the sheer mayhem he caused by himself alone, and what was required to stop him. The Gorosei on egghead looked like they couldn't do anyone any harm. Idk if this massive difference is by design, or Oda fell off that hard. You can have the villains "fail" but still make them threatening depending on how you go about it.
