Since we've always had limited interactions between the two it was always hard to discern what their relationship was like.

This scene is a really good indicator of who they are to each other.

I know many users here don't like the way Oda writes but it is impressive how such a small interaction between these two can give us so much info regarding their dynamic.

It's 50/50. Akainu pushed Kizaru with his harsh words, to what Akainu (whom even tells the Gorosei to fuck off and gives orders) immediately recognize it was a mistake and apologized.
