Teach, outright stated, cannot shoulder the centuries of history. So he cannot fight and win against the World Gov. flat out, Oda has only double downed on this with Roger specifically waiting 20 or so years and lamenting being born too soon.

He doesnt need to fight WG, he can simply wait the right moment when WG is weakened and take the throne
