I disagree. Getting the Mother flame to start their "destroy/cleanse the world" option is exactly what I expect Imu to do for now over siccing anyone else at Luffy. We literally have Garling talking about taking York under his command this chapter, meaning theres prep for Uranus to be used soon.
The most I see is them sending the Marines to give chase, and even then I dont see it lol, not since Kizaru was shown to be fine.

Think about the characters with the crew right now
- Kuma: The only person who knows what happened on God Valley. Potentially this person waiting on Elbaf does too (could be Scopper), but thats my point. They are an avenue to propel that story
- Vegapunk/Stussy (if she ends up on the ship): Is directly responsible for cloning Rocks pirates for whatever reason. There is history between him and Bakkin, the creation of Stussy and Weevil.
- The Burned Scar Man could inherently be someone tied to the Rocks Pirates.
- Big Mom's potential return in Elbaf would characterize Rocks lore
There is a reason Oda is hiding Rocks, the Burned Scar Man, and the person silhouetted in 1121. They may be tied together, or even may be the same person. Could be as ridiculous as a it being a Rocks clone.
You have to think of these stories as what needs addressing and where. The Burned Scar Man and Rocks are our general what ifs on remaining lore.

The WG used Elbaf as a source of manpower by buying Orphans from it for decades and used them as the bodyguards of the Celestial Dragons. Asking what the WG has to do with Elbaf is not what you wanna ask.
And everyone you mentioned are individuals who are wanted specifically by the World Government and fucked over by the Gorosei. Not to mention, now that we know Elbaf is an island of Nika Worshippers, Nika lore is going to be pretty front and center as such, the villains being the WG who are some of the only living villains who know who Nika is is also strong in their favor.
