According to you clowns, Kuzan is lying about stuff he has no reason to lie about.
Luzan cant beat old garp is fact and unlike him teach and shiryu are still getting stronger and could one day surpass these legends. They already have some good feats and power. when the plot finaly focus on them and flesh out their ability people will realise why they are top 2.

From what I've seen, the term used can mean "just barely" or "finally", depending on the context.

People forget that Japanese is a completely different language, where there often will not be a direct translation but the general meaning will have to be expressed in a more unique way.

It is up to individuals to decide how to interpret the text, and I am sure everyone will do so objectively, without any agenda.
