Haki is not nearly as destructive as some Devil Fruits. Sanjuan, Vasco and Pizzaro didn't want to go after Coby because they were afraid of doing extra damage to the island, same would apply for Kuzan.
It doesn't seem to be as easy as you imply. At Marineford, Admirals wanted to undo Kuzan's lake freezing ice and they couldn't bring a perfect solution. Especially since ice is brittle, so it would make entire environment way more prone to being destroying during a fight than it already is.
