it should have never been completely disregarded
it is one of the tools for portrayal

anomalies exist but its done with intention

3 bil being consistently a top tier bounty (kidd and law aside for obvious reasons)
oda was self aware enough to boost BB's bounty after the events of wano just to keep it just shy of shanks
The new warlords bounties are also reflective of where they stood in the world as the three great powers

Still, it's hard to use them for powerscaling, especially since Oda himself said it's sometimes hard to use bounties to determine a character's strength.
I just think of them as additional portrayal or what ever.

so its prob just another hint in favor of one side
