My guess is Aokiji , Coby , Sword members , Akainu daughter confirmation.

Shiryu sword rank (hopefully) ar least , 21 great grade blade. Or maybe a cursed blade.

Kuzan bounty / shiryu bounty / BB pirates bounty.

I know I'm being very hopeful.

I don't think Koby or any Sword members will be included in the November pack.

They will probably be included in the pack right after.

It was already confirmed that the other pack will include all the Blackbeard Pirates.

Each pack contains 13 cards.

Blackbeard and his ten captains that's already 11.

Maybe Koby and Garp but I don't think so.

I think the last two will be Stronger and Caribou.

Garp, Koby and the others should be in pack right after next year.

Still, it's hard to use them for powerscaling, especially since Oda himself said it's sometimes hard to use bounties to determine a character's strength.
I just think of them as additional portrayal or what ever.

Yeah but for side characters it’s odas best way to hype a characters strength since that’s odas main way of delivering hype.

Bounties should very much be considered when discussing power levels at least for minor characters where the only role for the bounty is to establish their strength before they get beat.

Anyway, first of all a system that ends at 4 Is just weird. Even real bouties end at 5, with WB and Roger at 5 as far as Emperors go. Doflamingo's did It too.

Secondly, this system Is clearly a ripoff of Doflamingo's star system. And what was the distribution? Let's see:
