Since Cross Guild seems to give round level bounties, Akainu will at most be at 4B, but not due to strength, more as the fleet admiral of the entire marine organisation (with multiple admirals under him, buster call vice-admirals, etc). Dragon will most likely be at the 4 Billions range
It was already pointed out before that no bounties ever reached Roger or Whitebeard's lvl, which is something I see only Teach achieving, most likely after beating Shanks

Reverie starts at 903 , simultaneously as Wano started.
And reverie didn't go on weeks , it effectively removed Warlord systems and they went after them.
Blackbeard took the chance to go to Boa.
While shanks came to wano thinking he would came for Luffy.

And BB at Amazon lily happened simultaneously, that's why shanks couldn't find Blackbeard.
They bounties were out even before he went to Boa.

Sure, there are odd balls here and there but they shouldn't dictate the general consensus.
