So, here's a bit of trivia. As I recall, Osama Bin Laden was the world's most wanted man at about $25,000,000. And when he died, the next was El Chapo, who was about $8,800,000.
Now, if we treat Beli like it is Yen, and convert it, here's what the Billion + pirates would be worth in real life:
Jack: 1,000,000,000 = $9,274,435
Katakuri: 1,057,000,000 = $9,803,078
Queen: 1,320,000,000 = $12,242,255
Luffy: 1,500,000,000 = $13,911,741
Teach: 2,247,600,000 = $20,845,353
Shanks: 4,048,900,000 = $37,551,499
Big Mom: 4,388,000,000 = $40,697,421
Kaido: 4,611,100,000 = $42,766,609

Now I agree with part that Dragon rather married on Garp's daughter, also there a lot of evidence, if think about it:
1. The Name Dragon, no one in the world called dragon except myphical creature and Gods of One Piece World- Celestial Dragons. While someone like Garp will rather give to child name without great meaning, like Luffy. I wouldn't be surprised if Garps chose Luffy's name;
2. How this can be that Garp own child decided to inherit will of his greatest enemy, the worth villain in World?
Now if think about Garp's daughter, who just fall in love in "bad boy" Dragon, that's something that could be easily understood and could explane why there's so difference between Dragon and his son Luffy, who rather similar to his Mom.
