There's nothing obvious about those matchups.
The franky one is a concept you created because you think it fits. I would rather go for the fact that San Juan is called "battleship" and Franky's poster is now a picture of the sunny, a ship.
Devon's fight is against either Nami or Robin. nothing obvious about which of them is gonna be. You could argue about Nami usually fighting chicks, but Lafitte is also a possibility for her due to both being in the same position of the crew (navigators).

Imo the BB pirates match ups make sense when you consider all of Luffys Ally’s from the east blue:
Luffy vs Blackbeard - Captains
Sabo vs Burgess - Burgess has a uniquely close relationship with Teach as the only BBP who doesn’t refer to Blackbeard as Commodore, and Sabo and Luffy also have a uniquely close relationship. Not to mention they’ve clashed already and that fight ended when Sabo got a power up while Burgess had none which is no longer the case.
Zoro vs Shiryu - Pretty obvious matchup. Swordsman that the captains freed from prison
Usopp vs Van Augur - Also Obvious matchup
Coby vs Pizarro - Pizarro and Coby clashed together and Teach basically confirmed that Pizarro is in charge of the slave camps which matches with Coby’s role of the hero.
Sanji vs Lafitte - Pretty obvious since Lafitte gets unique hype among the BBP with a special introduction and constantly is doing solo stuff to give the BBP an advantage which isn’t unlike Sanjis roles in the straw hats where he goes off on his own and does his own missions
Robin vs Devon - Pretty obvious imo
Franky vs Sanjuan Wolff - Pretty obvious, Giant Battleship vs Battle Franky (what Franky named his battleships and his new body)
Jinbe vs Vasco Shot - Completing the trio who fought the tobi roppo and the trio of names dropped about level 6 during impel down, plus the power sets match with Jinbe controlling water and Vasco controlling alcohol
Brook and Chopper vs Doc Q and Stronger - Only two straw hats who never get solo fights vs the paired BBP which includes a death god and a pet. Pretty perfect for the soul king and a pet.
Smoker vs Kuzan - These two have a prior relationship and both stand for justice in two very different ways.
Only odd one out is Nami but I’m sure Oda will find a way to incorporate her

Considering that Sanji and Zoro beat Queen and King 2 arcs ago, Franky should more or less be in the "Doflamingo - Cracker - Jack - Katakuri" tier by the end of this arc, if not already.
