Seems like Oda decided to shit on "Akainu reaching Raftel in a year as protagonist" by taking Buggy there in 2 months.

Buggy not reaching Raftel is the actual gag.
Both he AND Shanks haven't reached Raftel in the past because of Buggy's gag.
So they could reach it in the present and I am not sure if it will be a gag considering that gag prevented him from getting there.

Any Yonkou crew gets erased off the map overnight by 2 Admirals moving out, other than the current BB pirates because they have Teach and a former Admiral there. This isn't good reasoning at all.
