It's all about Will [Haki], and Will alone. "But *insert character* had/has strong Will, where's their Black Blade?". Well the answer is simple, they just weren't strong enough. Mihawk literally tells Zoro, that ANY blade can be made into a Black Blade. That alone should be answer enough. The top tier AdCoC [weapon] users, reached a certain level and either stopped there [Shanks, Rayleigh, Nasjuro etc] stagnated because why carry on when there's hardly anyone as strong as me [Kaido, BM, Whitebeard etc] or died [Roger].

Mihawk is just too damn strong. Black Blade is just OPs version of Bankai, Oda ain't slick.
