Mihawk knows his place better than his own fans do.

It's tougher than surpassing him because you need all 4 Road Poneglyphs plus someone who can read them (which there are very few of in the OP world) as well as a great navigator and a great ship. You also need not only your self to be very strong but your crew to be very strong as well. Becoming the PK isn't something you can do with raw strength alone, so Mihawk saying it's harder to do than surpassing him doesn't mean much from a powerscaling sense.
