He already showed he was superior to them in combat (he didn't even use advcoc). So for him to fight 1 and defeat is a waste of time as oda can make them fight another semi-relevant character. There are 2 scenarios he fights a gorosei
1. He gives them a blueno treatment
2. He fights multiple gorosei at a point

Like yeah fluffy can't damage them but fluffy is so much stronger than them it will be like to logias fighting pre ts and since fluffy will obviously win it will be a waste of time.

That's why Oda didn't have Luffy go all out
They did zero damage to Luffy too and also couldn't beat him 1v1 or 2v1 or 3v3 (luffy had 2 vets with him)

No admiral and gorosei is worth Luffy's serious time to go all out

But he was never shows to be superior to Topman even taking regen away, if any he ran away from him.
You can make a case Luffy didn't use his strongest moves, but Topman hasn't used his hybrid nor any coc coating either

In term of combat skills they aren't a threat/above Luffy

At several moments they were 2/3 against him and they couldn't do anything

They have significant enough AP to damage him without taking damage in the long run. Besides they can just wait 5 minutes until he runs out of G5.

My bro no Gorosei actually went on offense against Luffy except Saturn poison bombs.

Apart from that
- Jupiter only swallowed him , saved by giants
- Warcury is only charging at him.
And Nasujuro never Fought him.
