Coby's dream is to become an admiral which is not an easy feat but the ''Garp'' of this generation is Smoker who shares more similarities in terms of personality.
Actually Coby is the opposite of Garp; when one doesn't care about rank, the other has his dream based on it; when one is shown to be very rude and blunt, the other is as kind as one can get and thinks before acting.

I mean, tbf, they don't need to be carbon copies of eachother. He just needs to have a similar title to Garp, similar power level, etc.

There's no possible justification of Koby's relation ship with Luffy mirroring Garp's and Rogers; that's not apart of his parallel with Garp.

Marine Hero is one of the greatest titles in the series. It’s up there with Pirate King, WSSM, WSM, etc.

Coby probably doesn't become as strong as Garp during the present timeline. But he will be stronger than Garp in the epilogue which can be around 10-20 years in the future.

Even currently he is just 1 step away from Top Tier level.
Honesty Impact is a top 5 attack in the verse right now and this is just a single punch with unrefined AdCoC and AdCoA. It will become the strongest attack ever after Coby managed to master both forms of Haki. A Gattling attack of HI erases anyone except EOS Luffy
