As long as Koby becomes a top-tier and is able to give Luffy more of a fight than he did last time then it'll be a win for him. Rival is a matter of how much you're expecting, he'll chase after and try and stop Luffy but he won't succeed and won't be the Garp to Luffy's Roger, at least not to the same extent even if he is the new Hero.

They obviously had a history. Coby is much stronger than Garp was at his age. He's also probably stronger than Luffy was at his age or close to that level.

Law and Oden isn't really a thing but Oda decided to replicate Roger and wb split moment where Oden is shocked by making law be shocked at Luffy and Kaido skyplit moment in the same way
Law is also someone who I believe will sail under Luffy soon. It's been hinted many times
He will sail with Luffy to laugh tale

I didn't say Luffy is Roger level currently.
He will reach that level in near future

Luffy is surpassing Roger before EOS. Luffy ain't dying before that happens. Maybe he dies in Epilogue
