No top tier is Negating any top tier fruit for the whole fight
It might happen briefly or once but that won't stop the user from using his df

Unless you believe Roger = base Primebeard or Base Shiki cause he couldn't beat them despite having better haki

Shanks also couldn't beat any og yonko and can't despite his CoC mastery

Imo when using conquerors Roger and shanks have the ability to temporarily just turn off others devil fruit abilities
We know with strong enough haki you can counter your opponents devil fruit hax. Something we get told a lot especially in connection to law due to how busted he’d be if haki wasn’t a thing

Like whitebeard might “technically” stronger than Roger overall but with his op ass haki he can probably use it to complete negate his devil fruit abilities at times

Shanks can probably do the same against healthy oldbeard/kaido. So while being overall weaker he’s still can compete them. That’s probably why Blackbeard wanted the darkness fruit so that he’d capable of doing the same to a certain extent

Cutting at its peak should be stronger than shockwaves at their peak. Oden sent Kaido down with a single blow, dealing severe damage and a scar, something shockwaves won't do. Same for Zoro, who with a broken skeleton and pre ACoC scarred Kaido.
