I mean physically chained up, seems like only Zoro, Sanji, and Jimbei did get chained up and not every character who is chained up ended up joining the crew.

Zoro knows he can't protect all of the SH at the same time from the giant nation. It's similar to when he had to protect an unconscious Luffy from Kaido's forces during the war. Except now he would have multiple Straw hats to protect.
