He's a fine candidate and that's the issue. Harris coming in so late, while prior being a largely disregarded and unknown VEEP, means she needs a loud name. Especially in a swing state. IIRC Shapiro is fairly popular in PA as is and is well known to everyone in the neighboring states (I speak for New Jersey).
